src/insn_builder.rs: add a Rust API to build eBPF programs

As an alternative to ELF loader, assembly parser, and array of bytecode, this
is an API that allows to build eBPF programs in a clean way. Some constraints
are enforced on the operands allowed by each eBPF operation, thus limiting the
risk of errors when building the program.
